Apps have no internet connect when first opened

Galaxy S21

I have an S21 Ultra 5g. It replaced a S9+. For some reason whenever I try to open apps, at first it lags and loads incorrectly, saying there is no internet connection. This happens whether on WiFi (multiple networks) or 5g data.

If I can refresh the app after 15-20 seconds it eventually starts working for some apps, otherwise I have to close and reopen the app. Otherwise I have to clear the cache or data entirely. But it does this for most of the apps. I have tried setting the battery optimization settings to unrestricted, but that doesn't usually help, and again, I would have to set that for all the apps...

At this point the new phone is considerably slower than my old phone
