Apps not opening for installation

What is the issue with the apps not opening for installation? I went to settings >Google play app> clear cache..

Nothing.... cache button remained engaged and would not respond or initiate completed task?

it just stays engaged wont clear... as if buffering continuously

Google play is trying to use wrong account. How do you change accounts

let it log in that account then log out of it so once its logged out it won't initiate on login start up
