Not sure if anyone else is experiencing random delays in notifications.

I.E. I'm at home, no notifications come through on the phone (or text messages) and the moment I get off WiFi they come through en mass. It also happens with some cell towers, when I hit a new cell tower, notifications come through en mass. This seems to rule out the network but rather the software is the issue.

NOOOOOOOOO!!! You need to power cycle. Think about it this way... the cell phone towers are constantly updating, right? So if you never power cycle you aren't allowing your cellphone to update to the latest update. Guaranteed this will make a huge difference in your phone.

Restarting your phone can sometimes be a solution to issues, but has no relevance to cell towers "updating". There is normally no reason to restart a modern phone every day or power cycle. The issue probably lies with the messenging app or the service provider. Things to try include resetting network settings, contacting the provider, checking the APN settings, and clearing the Android cache. Also, it is a known issue that Android devices and iPhones do not play well in sms group chats which sometimes causes issues if the chat includes a mix of devices.

Well, I have worked for a couple of cell phone companies, and it DOES actually help some issues. Ita not a cure all, but you DO need to power cycle. I'm not an internet dummy. Lol

I would recommend reaching out to your carrier for further assistance as this would be an issue with the network.
