Ok, so one thing to check is if it's sorting by first or last name. You can do this by going into the settings menu in the contact app and check "Sort contacts by".
Another thing is that you can reorder your favorites manually. Do this by choosing the ellipsis button on the right side of the contact app (three dots) and choose reorder favorites.
