Some carriers will release your phone, provided you're not on contract (and even then it's rare)

Of course, you could overwrite the firmware to your liking ...

You will need to contact your carrier to provide the unlock code.

On the off-chance you mean the lock screen due to a forgotten password, a reset should get you back in. :)
