Notifications are being cleared automatically

For some reason my notifications are not staying on the quick panel. 

I've checked my settings already , I've turned on my Notification History and from there shows the list of Notifications that are being dismissed automatically. Tried resetting all settings still the same. Even cleared/wipe cache partition. 

I can received notification pop-up but it won't stay on the notification panel.

Found the issue , looks like it's with the cleaner app on the phone which I uninstalled and that resolved the notification.

Thanks for letting me know, (not sure if I have a cleaner app but it's a place to start investigating the issue. Mine often disappear as soon as I tap on them and, fail to take me where they are supposed to take me)
