EDIT - This has been solved !
Clearing Cache of Keyboard App.
Then deleting and reinstalling .
The S9 was able to to this by holding and selecting original and new character .
NOW - there is a mini swipe gesture -
The phone actually showed me the gesture !

I should be able to select ANY OPTION in the POPUP MENU ABOVE.
But can only select 1 option from the Popup Menu - ONLY THE FIRST OPTION ON ALL or ANY letters.
See the screenshot above - press and hold function BUG .
There are 10 [ TEN ] alternate symbols for the letter 'o'.
I can only select ONE , the others either do nothing or default to the first choice.
This happens on ALL LETTERS .
This means there may be 11 choices on the letter ' o ' BUT I CAN ONLY SELECT 2.
THE MAXIMUM NUMBER OF CHOICES IS 2 [ TWO CHOICES] for ANY and ALL LETTERS DESPITE MULTIPLE CHOICES IN THE POP UP MENU.
Letter 'E ' or 'e ' has about 7 options in the Popup - ONLY 2 ARE SELECTABLE .
Samsung Keyboard / Google Keyboard are the same way .
Galaxy S9 did not have this problem . I need some of the functions which turn letters into musical symbols etc.
EDIT - this was resolved by clearing Keyboard Cache twice and reloading twice.
Problem may have been from Smart Switch working great and I had the S9 KEYBOARD INITIALLY or remnants.
AND - on S9 I could touch and hold down both original and desired character from POP Up Menu -
But NOW I must drag cursor to new character - which is the normal way !
It's a mini swipe gesture on S21 Android .
On S9 Android 8 - I was just holding both simultaneously - that worked - so maybe I never learned the swipe gesture to select.
Either way clearing chache twice AND deleting keyboard then reinstalling !

ABOVE IS THE SOFTWARE VERSION FOR THE KEYBOARD .
A QUICK LINE OR TWO OF CODE IS PROBABLY ALL THAT IS NEEDED .

I'm not experiencing your issue l. I tested with letter E/e and it's working as expected. Too bad Samsung doesn't allow uploading the video for you to see it.
