I am assuming your phone's locked and unable to power up so you can do what you do on the phone rather than think it's a email issue that's the point of origin. You can factory restart your phone by pressing and holding the power button and the volume down button until the lock screen flashes immediately switch from volume down to volume up while still holding the power button. This will direct you to a startup screen. After your phone goes through the setup process use your USB to cord plug the phones together, I've used Quick Share or Nearby Share, (can't remember which) transferring photos, or choose something like app share or private share (downloadable apps) from the App Store.
I hope this helps you and if by chance it is the second option being an email issue message me back and perhaps I can offer help

Was your pics backed up in the Samsung cloud, or anywhere else?

You had to have been backing up your photos and apps to Samsung's cloud service before the theft, otherwise, they're just on the phone.
If you had been backing them up, just sign into your Samsung account on your replacement Samsung phone and restore them.
