Unfortunately no, with stock settings you are unable to tag in the gallery app. You may find a third party app in the Play Store that will do this for you though.

l see how to tag now. it's been so long coming from a note 8. when viewing the image in the gallery, swipe up and the TAG button is in the bottom right of the picture itself. it will turn into a hash tag/pound sigh... Sorry for my confusion 🙂🙂🙂
This is a bummer actually. It was a nice way to search for photos. With all the improvements in the CPU, it seems like a missed opportunity. Pushing us to Google Photos is kinda not cool. Thanks anyway.
