So I recently brought my s21 plus over to Google Fi to get away from my old carrier because of how terrible they were.

Galaxy S211. Open your phone's Settings app and select "Apps".
2. Find and select "Visual Voicemail".
3. Tap "Storage & cache" and then select "Clear storage" and "Clear cache".
4. Restart your phone and see if the persistent notification is gone.
If that doesn't work, you can try disabling the Visual Voicemail app entirely and using another voicemail provider. Here are the steps:
1. Open the Google Phone app.
2. Click on the three dots on the top right corner of your screen.
3. Go to Settings > Voicemail > Voicemail Service.
4. Tap on "My carrier" and choose "None" from the list.
5. Restart your phone and see if the notification is gone.
If neither of these solutions work, you can try contacting Google Fi support for further assistance.

Galaxy S21go to settings - Apps - show system apps - clear cache cookies and data from "Phone Services" under storage.
Not an ideal fix but it works til the next time I restart my phone and I have to do it again....
