If I click on settings or gear, the screen opens but I cannot scroll or select anything on the page. I basically cannot personalize my brand new phone. Do I need to return this to T-Mobile?

I don't think warranty covers not being able to access the settings screen. I would suggest doing a factory reset first to see if that fixes your issue (chances are, that's what T-mobile is going to do anyway). Of course, be sure to back up your phone, photos, etc. first.

Galaxy S21Agreed, try powering off/on the phone and it that doesn't resolve it perform a factory reset
