2 Galaxy S22 devices but one of them won't finish setting up (Tap to Pay)

Have 2 Samsung Galaxy S22 devices. One device uploads the attempting debit card to google wallet and finishes setup for tap pay, the other does not. Google wallet app settings and updates are parallel across both devices. Both phones up to date. Cache and data cleared, app reinstalled. Phone restarted. Any help would be greatly appreciated

Are you adding the card to each device separately or only to one and expecting it to be in the other?  As a security measure, you have to add (or import) cards into each version of the app separately.  If you already have cards saved to your google wallet account, you can import them to your devices, but each device has to be set up individually. Same with Samsung Pay.  If you have 3 devices, you have to add the cards 3 times, even if the cards are "technically" in your account.

Thank you for the reply, but yes we are adding the card to each device separately.

Has there been like a boiler plate or template of settings for this particular device that helps solve the issues of success with setting up tap to pay?

Maybe you are trying to add the same card to the second device too soon after the first?  It may trigger a fraud stop, especially if the card you are trying to add is a debit card.  You can also try adding the card to your wallet from the bank side.  Usually there's a link next to the card to "add to a digital wallet".  

Have you tried setting up both phones with Samsung Pay? I would suggest doing this, if for no other reason to see if the problem is with adding the card itself or the app/device. You can add cards to multiple wallet platforms, and then use whichever wallet is more convenient for you. 

You can also decide that one of you will use Google Wallet and the other will Use Samsung Pay.

After that I am out of ideas.
