Blue ring pops up on screen

When i touch my screen a blue ring pops up around where i touch.  if i drag my finger across the screen the blue ring follows it.  I turn it on somehow and can't figure out how to turn it off... Somebody help please i appreciate it

Check in accessibility, interaction and dexterity , ignore repeated touches. This displays a thin blue circle when we touch or swipe.

@BONEDAGGER Your screenshot indicates that you clicked on "Bluetooth PBAP". You don't want to do that. 

Got to phone settings -> Developer options. Scroll down and you should see an "Input" section. In there is the "Show taps" option.
