Cant edit Wallpaper and Style

Ever since the OneUI7 update I have not been able to change my wallpaper. 

Steps to repeat: Click and hold on desktop. Settings buttons appear. Click on Wallpaper and Style.....nothing happens. Button pressed indicator but no response.

The only thing that works is the theme app, but that requires me to change button themes and colors along with a theme.

Is there a fix for this?

Are you able to set photos from your gallery as a wallpaper? Opening a photo selecting the 3 dots on the top right and then set as wallpaper. Does that work for you?

I tried that and get the options: Set as Watrch Face, Call Background, Always On Display and Cover Screen. I tried Aways on Display and Cover Screen. Cover Screen does nothing, Always on display let me select the picture and a color, but the settings never did anything.

Have you tried changing your wallpaper from the settings vs the push and hold method?

Yes, if I try to do it from the settings it takes me to the Samsung Themes app, not what I expected and can only set a theme from there

These are the only choices I have. Nothing to directly set the wallpaper only.

Try wiping the cache partition on your phone.

Wipe Cache Partition.
Turn off phone.
While powered down, press power key and volume up button simultaneously until the phone vibrates. Let go of buttons. You will now be in the bootloader. Using Volume buttons for scrolling, power button for Yes.
Scroll down to Wipe Cache Partition. Press power, scroll to Yes, press power. Reboot press power key.
