Almost every time I use it the shutter speed sets to manual 1/150

You can manually change it, or set it to auto by tapping the MANUAL icon.

I do but it's just annoying that it goes back to some random number in manual mode EVERY TIME I use expert raw

Try clearing the app's cache and data. It will be reset to default settings but that may solve the problem. You can also create a custom setup within the app too.
