Is it just my phone or has Samsung went back to the old way for progress bar when listening to music instead of the wobbly looking one in os15

Nope. Wavy progress bar is still there. However, I find that it doesn't show consistently depending on the source of the media.

It’s not just your phone Samsung replaced the wavy progress bar with the standard straight one in the latest One UI OS 15 builds. It’s a design change not a bug.
