Reverse action not working

I have a Routine that turns Bluetooth ON when certain apps are launched. The Reverse action is supposed to turn BT off, but it never does. I find BT still on hours after I have closed and swiped-off the app that caused it to turn on. 

Is this a known issue? Do i need to go back to Tasker?

I tested it out on my end make sure the slide for bluetooth is on for the reverse action. I think that is where the problem lies.

The slide is On for the Reverse Action. Bluetooth simply doesn't ever shut off after the app is closed.
