Unable to Add, Edit or Manage contacts

Problem started about a week ago. When opening Contacts app i am only able to view the contacts, but not edit them, or add new contact. Contacts are synced from Google and Samsung account. But when clicking on view storage location or view contacts source it doesn't list either Google or Samsung. Just device or make custom list. 
When trying the same in "Safe Mode" everything works as it should. 
In addition, when switching to my work profile, the contacts working as they should, can add, manage and edit. Issue only present in personal profile.

SAMSUNG Tech support tried to assist and after 2 hours were too unable to fix this issue.

If it works in safe mode, then some third party rogue app is interfering with proper operation.  Safe mode only loads native Samsung and Google apps.  You will have to determine what you may have downloaded around the time this started happening. If your phone is being managed by your organization, they may have added something that interfered. If it's not being managed, then it's something you downloaded.

Haven't downloaded anything new in regards to apps in a while and work profile is managed by me.
I even searched which apps have have permissions to contacts and nothing out of ordinary stands out.

Well, my only suggestion would be that if your contacts are backed up/synced to Google, make sure you have a complete backup of your personal  data via Smart Switch and a USB drive and go ahead and reset your phone.  Go to contacts.google.com and make sure all your contacts are there.

An app doesn't necessarily have to have permissions for contacts to mess with things.

Other than your initial contact with Tech Support, which I assume was over the phone?), did you put in an error report and include your logs and screenshots of what you are describing?  Posting here will not generate a response from Samsung, but putting in an error report will.
