Galaxy S22If it works in safe mode, then some third party rogue app is interfering with proper operation. Safe mode only loads native Samsung and Google apps. You will have to determine what you may have downloaded around the time this started happening. If your phone is being managed by your organization, they may have added something that interfered. If it's not being managed, then it's something you downloaded.

Galaxy S22I even searched which apps have have permissions to contacts and nothing out of ordinary stands out.

Galaxy S22Well, my only suggestion would be that if your contacts are backed up/synced to Google, make sure you have a complete backup of your personal data via Smart Switch and a USB drive and go ahead and reset your phone. Go to contacts.google.com and make sure all your contacts are there.
