All I hear is a motor sound. My opinion, When I play back. Something I video recorded. Also The length should be longer up to 5 minutes of video & able to send.

It is not normal for your device to have loud ambient noise on video recordings.
Follow the best practice guide to rule out a software issue. Clearing cache via recovery in particular is important and resolves a variety of unexplained software problems.

If the issue persists, visit the support tab of the members app and run diagnostics. Even if it comes back clean, you may consider visiting a certified Samsung repair center to have the device diagnosed by a certified technician.

As for the length of videos you can send via text, this is a carrier limitation. If you are using RCS (available for only some devices/carrier in Samsung Messages, but available to all users in Google Messages) you can send slightly longer videos at a higher quality. For videos of the length you describe, use a file sharing service like Quick Share or Google Photos.
