Wifi calling not working

after this security patch, which i downloaded august 10th, wifi calling, and data has been going in and out. then this plus sign and arrows is by the wifi symbol. i have no clue whats going on

Check with your mobile carrier as well. At least let them know about the issue.

I have no idea what the plus symbol is for, but the arrows are for download/upload indication of your wifi connection.
