Galaxy S23
Swiping down from the top with two fingers or one finger twice opens the Quick Access Menu, tapping the power icon, then tapping Lock down, will require the phone to be unlocked by your PIN Code only, turning off biometrics, and removes notifications from being displayed; however, to my knowledge, there is no way from preventing someone from powering off your phone.

Galaxy S23
Settings>Lock screen>Secure lock settings>toggle on the "Show Lockdown" and the "Lock network and security" options.
