Cannot send videos recorded as HEVC in message

I used to be able to record short videos and attached to messages sent in Messages+ app.  It stopped working a while back.  Digging around I found that my camera settings set the video recording to HEVC rather than H.264 (I never changed the setting).  If I change it back to H264 and record a video I can send it as an MMS message.  But I have two questions I hope someone can answer:

1. Is there a way to record HEVC video and send it attached to a message on a Galaxy S23?

2. Is there a way to convert older videos from HEVC to H.264 so I can send them?

@GatsbyCat Just FYI, the Messages+ app is created and owned by Verizon. 

Q 1 would be a question for the Verizon Messages+ app developer.

Q2 - have you searched for video converter in the Google Plays store? There are probably some options there.

I'd say simply use what's app or Facebook messenger when sending videos. Least it won't be blurry when Apple users receive them. Avoids the headache of trying to convert etc
