No, hasn't been possible since S21 series

Dual sim capabilities are enabled by your carrier, I would reach out to your carrier on adding a eSim to your plan. Also the Galaxy S23 Ultra does not have a MicroSD card slot.

Assuming you bought your phone from the US, only US carriers are supported (see the attached). If you're using a MVNO, you should check with your carrier to see what is the closest option. You cannot use an overseas SIM on a US S23, but you CAN use a US SIM with limited functionality on an international S23.
