Galaxy s23 ultra receiving grainy images over text

I am having an issue where images I receive over text are extremely blurry. Before someone gives me a lesson about SMS, MMS, RCS, and iMessage, I already understand that. I know images are sent MMS, but on my Z fold 3, and s8 before that, images came in crystal clear unless the signal was really bad. Now every image I get is extremely grainy, but the images I send come out fine on the other end. I have attached an image of a screenshot my wife sent me the other day. That is how every image comes in, but if I were the one to send that image, it would have come out clear. I have also tried multiple texting apps. Does anybody have any clue what's going on?

So this is happening across many different texting apps, and all media/RCS settings look correct in these app(s) you are using? If so, try this really quick. With the phone powered off, press + hold volume up and power buttons until the Samsung logo disappears. With volume keys highlight Wipe cache partition, then power to select and confirm. Return to the menu and with volume keys highlight Repair apps, then select and confirm if necessary. If this step doesn't work, I suggest you reach out to your carrier to have them diagnose what the problem might be.

Thank you for your help, but I never get to the screen you are referring to. After holding the power button and volume up, I eventually see my lock screen and a message that reads:
[PDP]
back-up : fail
Setup-wizard [FINISH]

Power off the device again, but this time connect it to a computer via USB before attempting my steps again precisely.

One of the last troubleshooting steps to try is Settings>General management>Reset>Reset network settings. Mind you, this clears all Bluetooth and Wi-Fi connections/settings (in addition to rebooting your mobile network) and you will have to reestablish them. If this does nothing, your carrier is the next point of failure and you should contact them concerning this problem.
