I have a factory unlocked S23+ and my carrier is AT&T.

Since the AT&T and Samsung apps had conflicted frequently before they both stopped working, I just gave up and uninstalled AT&T's Visual Voicemail app. I then cleared the cache on Samsung's Visual Voicemail App (I don't know if this made any difference).
 
After a couple of days, everything seems to be working properly now and my voicemails are appearing properly in the Samsung app. It's a little different to the AT&T app, so it takes some getting used to. I'm just glad that I don't have to manually plod through AT&T's menu system anymore. 
 
I hope this helps other users having voicemail problems.

I used to have both at the same time. I preferred the carrier app, but couldn't uninstall the Samsung app. Since AT&T's app isn't working anymore, I just decided to get rid of it.

Samsung still misses some messages, but it does catch most of them.

Ok was thinking if you were using both they could be conflicting with each other its a matter of which one works best for you

They were occasionally conflicting with each other before, but it was never bad enough to cause problems until recently.

Yeah you might have the option to disable one of the voicemail apps try only using one
