Not receiving software & security updates

the security patch of my s23 is stuck at april and android update at 15. The phone shows I am up to date. I used the Samsung switch in my pc but the  update option does not pop up.

Where did you get the phone from? It sounds like it was a carrier locked phone to a different carrier than you have now. Do you get any splash screen from a cell carrier when you boot?
