Random popup widget?

Does anyone know what this is? 

It looks like a widget however I did not add this and I can not seem to make it leave ?

Do you think the widget has to do with any of the functions for the "SECURUS" app?

I believe that is Samsung's own Edge Panels:

Edge Panel on Samsung Galaxy devices is a customizable panel that lets you access selected apps, tools, contacts, and other important features quickly from any screen. You can open it using the Edge handle and it comprises of many individual panels.


Each panel can host your preferred apps, contacts, tools, recent files, clipboard, notification panel, weather, tasks, and much more. You can call the Edge panel a speed dial for your favorite things.

It can be turned off in your device's settings and search for Edge Panel

That is not edge pannel. Seems more like an overlay virus.

@Pinkdiva1 As a troubleshooting step you can boot into safe mode. If this does not appear while in safe mode, you know that it is caused by a 3rd party application.
