Routine not working as set up

I set up a routine to start music at a certain time at phone's 50% volume. The music starts but always at 100%, normal volume setting. 

I set a secondary routine to turn off the music at a certain time but it turns off 1 hour earlier each time. 

I have create test routines and the volume issue is the same with each one. 

For the timing issue, all other routines work at there set time except this one. 

I'd like to create a routine that turns the app on at the set time and then off at another time. Right now I'm using 2 routines to do this. 

I have a routine to change the volume of the music when connected to a certain Bluetooth device and works fine.
