This is weird. Samsung trying to resolve my other issue (next post) got me to do a Safe Restart. Since then the Samsung Contacts App is not Syncing with my Outlook online, but the Outlook Contacts on the s23 are syncing? What's even weirder is if I add a new contact on my laptop it does get added to the Samsung Contacts App, same if I change a contact on my laptop it does appear in the Samsung Contact App?

I understand how you must feel about your contacts not syncing with Outlook. You stated this symptom started after you performed a Safe Restart. After that restart, did the phone perform any updates? It is possible one of the accounts connected to Outlook is no longer connected or needs to be enabled again. Try going to  Settings > Accounts > Exchange > Tap your email address. Make sure "Sync Calendar" is enabled. Wait and check your calendar app. You can also try removing the account and re-adding it to your Sync Settings. Let us know if this helps.
