You can also test the phone in Safe Mode to see if there is another app interfering. https://www.samsung.com/us/support/answer/ANS00062983/
We also recommend submitting an error report in the Members app to notify developers. https://www.samsung.com/ae/support/mobile-devices/raising-an-error-report-via-samsung-members-app/
Finally, if the app badge is still not appearing for text messages, we recommend backing up the phone and doing a factory reset. https://www.samsung.com/us/support/answer/ANS00062029/
