Screen door effect in dark scenes? Is this normal?

 I dont get it at all in bright scenes but dark scenes are horribly distracting. My S9 is nice and clear but dark scenes here always look muddled unless it's AMOLED black. It's very distracting when things are moving and it looks like im looking through a grate. It's only in video

This appears to be a frame from a video you took of action on a monitor.

The frame rate of the display is not synchronized with the frame rate of the camera.
