Unable to turn off the "block calls from unknown numbers"

How do I receive calls from unknown numbers i turn it on i will like to turn it off

Go to the phone app > settings (tap on the 3 vertical dots) > block numbers > tap the toggle off ( block unknown/hidden numbers).
Depending on your carrier, you might have a call blocking app from your carrier, usually a premium service. AT&T has Active Armor.
