Is there any way I could use voice input without this bar under the keyboard? It feels like a weird requirement, I would understand if there just wasn't a spot to put the button, but there are loads of ways to get it but the system just doesn't let the voice input work without that specific setting being on which just seems like a weird thing to do. And I would think there should be some sort of work around for it.

You can switch to Google keyboard which has the mic where it belongs, on the upper right of the keyboard toolbar. Switch and don't look back. Then you can turn that setting off. You can still switch keyboards if you want by going into the settings and changing the keyboard, but I don't know why you would.
If you don't want to use Google keyboard, you can use any other keyboard you want. I hear Swiftkey has the mic where it belongs. PS. You see the keyboard switcher on my nav bar because I switch keyboards when I need to assist someone with the other keyboard.
I have the space bar for voice to text but it says I need to also have the bar turned on
