You can't. One can't do anything unless the password. Is entered anyway.

a person can changed the do not disturb setting, change vibrate to ringer etc because they can swipe down on your lock screen & access your settings

How many people are you allowing access to your phone, that you are worried about this?  People who use their phones like having access to the unsecured settings so that they do not have to unlock their phone every time they want to turn on DND or turn/on off the ringer.

no one access my phone except my kids but to me it's a flaw that should be fixed. I do have a few co workers that seem to find joy via immature pranks when people leave phones & computers unlocked

Why are you giving your kids access to your phone?  Kids are the worst offenders of changing settings, either by accident or on purpose.  If you have prankster co-workers, keep your phone in your pocket, in a holster, or otherwise attached to your body rather than leaving it laying around for other people to grab.  People being careless with their phones and then wanting the manufacturer to guard them against their own foolishness is...something.

Access to the quick panel from the locked lock screen has been standard for quite a while, you are first noticing it now?

Currently, there is no way to accomplish this. As you stated, another individual can only change basic settings like DND, ringer volume, and maybe a few others. Nothing vital or protected by Knox Security.

thanks for the reply. I see someone accessing the settings as an issue especially while my screen is locked. doesn't matter if the intruder can only access basic settings, it's still a reason for concern & there should be a fix for it

This is not a flaw,  it's a feature.  As I said, people want quick access to certain settings without having to unlock their phones.  Anything important needs to have the phone unlocked and an intruder cannot access that unless they have your password.
