Basically, we had a thread for this already, here: https://us.community.samsung.com/t5/Fold-Flip-Phones/Receiving-message-isn-t-optimized-for-the-lates...  We were told that the thread would stay open, but it has recently been closed down.

Basically, whenever you get this message, usually around shutting down/switching between apps, you will randomly get this message. 

"One UI Home isn't optimized for the latest version of Android. Screen touches may not be delayed or not recognized."

What it means is that you can do nothing. Every swipe just brings that message up a-new. What you can do is go to the lock screen (by pressing the power button) and swipe around freely on there. But as soon as you unlock the phone, you're straight back to that message which effectively takes up the entire screen, and you're barred from doing anything.

Because the power button is the only one that lets you take any action, all you can do is restart your phone. Which is a temporary "fix", I guess.

Of the few suggested solutions in that thread, none seem to work for most. I will go through one here. 
@Downpipe suggested: 

Go to Settings > Apps > One UI Home

Then go into the following settings:

Appear on top -> Allow permission - OFF
Change system settings -> Allow permission - OFF

I have done this, but the error keeps popping up with the same consistency. Ie. no real change occurred.

Truly an awful error to get, always randomly, and sadly not often or consistenly enough to report on what actually causes this bug. Personally, I have had the "Good Lock" module "Home Up" enabled (Only "Task Changer"), which I suspect maybe (?) has something to do with this error message โ€“ so I have disabled it. In about a week's time, I will be able to see if this has affected the error appearing or not.

One UI version: 6.1; Android version 14.
My phone's model name is SM-S911B/DS (as per the rules).

There are no forums for my geographical area, sadly.

I'm not a fan of the "nuke everything and see if it works out" approach. Unfortunately, I will not be factory resetting my device because of a Samsung software error. Since Samsung seems to have no idea of how to deal with this bug, a factory reset will likely lead to the same error happening again, and then where would we be?

I know when things aren't working correctly we think we have tried everything to fix the problem.

Have you tired to wipe cache in One Ui Home?

Have you tried to wipe cache partition?

If none of those help, back up your device, perform a factory reset. When it comes to restoring from your backup, restore everything but settings.
If that fixes things things, it was something in settings that was conflicting with your device. If you still are having problems you would need to go to a Samsung authorized service center to have them evaluate your device.
