Galaxy S24It took me a second to figure it out, as well. Long press on the lock screen to edit. Then tap the clock. Wait until the frame is around the clock, then drag the highlighted edges to resize the clock. Then, while the frame is still active, tap the center and move the clock to the position you want. You can also change the clock font, style and color while the frame is active.

Galaxy S24If you don't get the edit frame when you tap the clock, then clear your phone's cache. The edit box does not immediately appear after you enter the edit screen for the lock screen. You have to wait a beat, then tap the clock (once, not long press). Upon the single tap the box (as shown), should appear around the clock and the edit panel, where you can choose your font/ color/clock style will slide up. While that panel is open, even if you are satisfied with your clock as it is and you just want to resize and move it, you would gently grab one of the corners (bottom left is easiest) and resize the box. After you get the clock the size you want, gently tap and hold the center of the box to position the clock where you want it.
