Developer Options nowhere in settings

I enabled Developer Options and can find it in the Apps search ... but it is not at the bottom of the Settings page. [Nowhere in settings]

Any ideas?

Do you have Good Lock installed? If so, go to the Life up tab -> RegiStar -> Customize your settings home and make sure you have developer options checked out in the "Menu order and group settings" or just turn it off.

You can just repeatedly tap "build number" in about phone under software info to unlock it again.
