Phone blinks top and bottom of screen and keyboard moves up and down when blink occurs.

This started happening after update. When in messenger keyboard moves up and down when blink occurs on top and bottom of screen. Have cleared cach. Disabled Bixby. 

Reinstalled update and still does. Booted in safe mode no issues.

"Reinstalled update..." there is no way to do this for a firmware update. That is why I'm curious what update you are talking about.
