Why do apps not show details for updates

Does anyone know why certain apps on the Google Play Store don't provide details on app updates? Specifically non-Samsung apps that are installed on the phone. 

 
For example: Samsung apps have details on what's changed or has been fixed upon clicking see details. Other apps have the see details option but don't list anything at all. 
 
I don't recall if this applies to Samsung app store to or not as only Samsung applicable apps can be downloaded there from my experience, example, app isn't available on Samsung Store, download on Google Play Store

It's up to the discretion of the App Developer whether to list the details or not.

That makes sense, but what's strange is this wasn't the case on ios, only when I switched to Android so I was curious if there was a reason besides what you mentioned, thanks for clarifying that

Apple is more strict about what happens in the App Store. Google has gotten much better over the years, but there's still no comparison imo.

Absolutely not, I wasn't so much comparing them, but I was curious as to why there's a difference even for the same apps on both ends

That would be Google's comparatively lax standards for the Play Store. I wish it was better curated.

So do I. I would like to know why there's an update for an app, often times nothing even changes that I noticed anyway
