Can't get software/accounts fixed 1 year+

So I'll skip the long story and ask this. What do you all think could cause this?
Get a new device, set it up with completely new accounts made at the start without transferring data of any kind, and you get this experience? Set up the phone, do the updates, nothing personal or extra. The majority of my apps can only be given the permission of notifications, none at all, or are missing permissions that are needed. I have incompatible core apps. Apps are missing from the store or are on device but stores page doesnt list it as on device.
Galaxy Store, Samsung My Files, Samsung Cloud Assistant, My Files, Auto Blocker, Autofill With Samsung Pass, Mobile Services Manager, Digital Wellbeing, and Device Care are a few that can only have notifications.
WhatsApp, Gemini, Automatic Verification, Mobile Device Information Provider are some with none. 
Samsung Always on Display, Ai Wallpaper, Samsung Gallery, Samsung KMS Agent, Samsung Cloud for Wear OS, Galaxy Buds, are all incompatible.
Samsung Pass only has notifications and Camera, and these are all just some examples. I've gone through 3 devices since December, two in less than a month. Ive gone to three places samsung sent me to, three phone carrier locations, support contacts for app developers, samsung, phone carrier, Google, Microsoft, Amazon, Facebook, reddit, all community like this etc. It all started when using an s21 in 2024 and has continued since then. Not a single person has been able to tell me why samsung gallery is incompatible and sure have no idea about everything else. The ONLY thing in common when setting up the phones is my phone number and having to make samsung and Google accounts with it. Everything has been tried and I brought up the phone number to samsung the day I got this phone...I was passed between five people...had tutor go into my phone twice...and after over three hours I couldn't handle explaining everything again. This is driving me crazy, I've got corrupted data, nothing behaves as it should, and every time a fix is attempted things get worse. Im about to give up, buy a flip phone, and give up on my photography because the s25 ultra camera is worse then an s8+! The last thing I can think of to try is changing my number.

We understand with your journey with trying to get the phone issue resolved, you've visited carrier stores and reached out to support contacts for apps, Samsung, Google, and so on. So, we are certain you've probably looked at and tried the information we have, but just in case we have a couple questions and are providing the guide below.

Have you placed the phone in Safe Mode?  Are the same issues happening when phone is in Safe Mode?

Have you tried a Factory Data Reset? Did that resolve the issue? 

The guide below provides a detailed steps, and one of those steps is the factory reset.  Please back up any and all of your data on a flash drive, in the cloud, on a PC using Smart Switch, etc before beginning the Factory Data Reset as it will erase phone during the reset process.

Im two phones later.

None of this is the issue. The issue lies with Developer Settings and some Google service called Android System Webview.

All I know is that there seem to be three different builds for S928 on my device US, BUO, and I forget the third.

One of the updates back in Janauary 2026 triggered thw Android Webview toggle on and since then o have been unable to control which app gets permissions and many of the com.samsung and com.android stuff is using the Permission Installer to operate in Foreground while duplicating processes km baxkground undrr 'specialUse'

I juat went in developer and disabled about 145 or so apk things. And turned off motion sensors. Problem is now am paranoid and dont know whata next.

Do you have any other odd things going on? For example, if you go to your google account activity page, does any particular thing stick out to you? Maybe cloud or developer stuff?

Do you have any way to query the screen dimensions that your device is actually running? (not the true measurements, just what it is running them as)
