New Device - Notifications not working

Howdy!

Received my new S25 Ultra yesterday, set it up via SmartSwitch. Everything transferred correctly but none of my notifications are working. 
 
Zero.
 
I have gone though forum postings that other people have posted looking for solutions and most of those has been DND or a routine turned on blocking notifications. 
 
Things I've checked:
 
  • Do Not Disturb is TURNED OFF.
  • No Modes or Routines are running (there aren't any setup).
  • Sound is on.
  • Vibrate is on.
  • No icons or app badges show up on the top.
  • The apps that I am testing with I have confirmed that notifications are turned on.
  • All the options are selected for the notification options (Lock Screen, App icon badge, Notification pop-up).
  • This happens if the phone is sleeping or awake.
  • My old phone is still using Wi-Fi and notifications work fine on that one (other than messages and phone cause that's tied to the SIM). Turning off the old phone and waiting a few minutes and trying on the new phone, same thing happens.
  • If I open the offending app, I can see the unread messages.
Other than wiping the phone, skipping the SmartSwitch and starting from scratch, I am not sure how to move forward.

Are you connected to Wi-Fi on the S25? Any issues using a web browser, or placing /receiving calls?

I was connected to WiFi for a little bit while testing and I've also tried on cellular. I can place calls, but as soon as someone tries to call me, the phone doesn't light up or make a sound. Then when I unlock, and go to the phone app, I see the missed call.

Web browser works fine.

Have you updated your service provider with the new IMEI number? It could cause a delay in services, and possibly affect the notifications.

Yes; IMEI has been updating with my service provider.

This is also a Unlocked phone directly from Samsung. No bloatware from the provider.

Have you tried resetting "all settings"? Phone Settings>General Management>Reset>Reset all settings? (It should not remove all of your data, but you will have to reconnect to Wi-Fi and reapply any customization settings.)

Just finished the reset settings; unfortunately, that did not resolve it. I am going to go ahead with a full factory reset.

I've been using the same "backup" for quite a few phones now, I wonder if something from a previous restore finally caught up and is causing issues with Android 15.
