I do understand that the registration is over... I want to use my S8+ to core.. and the bixby i have on my phone is kind of useless without voice driven functionality. 

How do i use Bixby to fullest.

Your cellular carrier should have pushed the update through on Tuesday. If you did not get it, you may want to contact them. Also, what country are you in?

I am from India and I have purchased this device from UAE.

Current location of usage is and will be from India - Mumbai (city)

Current Version of my phone and bixby is as Follows:

Bixby : 1.9.38.29

Bixby is currently available to all S8/S8+ owners via all cellular providers as of July 18th.  You should check your device for a Bixby voice update or contact tech support with your wireless network.  Good luck!
