Can't download update over mobile data

Cant have the latest update downloaded over my mobile data.

I have gone to settings to change wifi to mobile data of not working, I have gone to settings to software update to disable auto download what to do?🤦🏿‍♂️

I USED TO DOWNLOAD UPDATES OVER MOBILE DATA, WHAT IS GOING ON NOW?!
