@DRXFAM I see that you stated that you have disabled all camera permissions. Did you disable the app permissions for the camera app as well? If you have permission for the camera app turned off it will not allow the camera app to work properly until the permission is granted for the app.
Also, something that will keep the flashlight from working would be if the phone battery is to low to use it. Make sure your phone has a good charge as well.
Could you please provide a screenshot of your phone with the notification bar pulled down and turning on the flashlight? I ask this so I can see any error messages that pop up to help isolate your symptom causes.
I disabled camera permissions for all apps that I downloaded. The phone, contact, Samsung apps... all said that disabling may cause problems, so I left those permissions in place. I have been fighting this all day, so the battery is now drained, but my alerts read:
Flashlight - "Can't turn on flashlight because the light is being used by another app."
Camera - "You cannot use more than one application that uses Camera at the same time. Camera will close."
I cleared the cache in safe mode.
The camera and flashlight do not work in safe mode either.
If this still persists after wiping the cache partition from the recovery menu and if the device is running in safe mode then service would most likely be required. Have you had this device serviced at a 3rd party repair center? Did you replace one or both of your cameras with non-OEM parts?
Like @userzdPl4dHzeo suggested, turn it off for 10-30minutes and try again.
If this doesn't fix your issue, one or both of your cameras have gone bad. Bring it to a Samsung Experience store or a UBREAKIFIX authorized repair center for diagnostic and repair.
I would recommend wiping the cache partition on the phone. You can do so by following these steps.

I wiped the cache partitioning clean by following the above steps. no luck.
It hasn't mattered whether fully charged, or drained, safe mode, or regular. Do I hit the factory re-set?
I am having the same issue with flashlight and camera. I have tried all of the same steps: clearing camera cache, disabling all camera permissions from other apps, restarting in safe mode, clearing device cache, and leaving the phone off for 10 mins. No luck so far.
