I have Samsung Health on my Note 5 and I used to sync it to my Under Armour Record app to sync the data from the band.
Then I got the S8 plus and Samsung Health was still working.
Now after the LAST UPDATE and UI change, Samsung health does not sync or import data.
Yes, I have both Apps giving permissions to write and read data.

I'm having the same problem.
I have two phones (private and work).
My work phone syncs daily and there is no problem, but my home phone has not synced since 9 Dec 2018. Even though I press the sync button it changes nothing. Restated the device and all that. Still no change.
Question is what happens if I remove the account from the phone and then reconnect. Might that work? But my private phone is connected to my gear S3, so I don't want to lose that data.
