The caller ID has stopped issue is due to a software update released by Samsung.

Settings > Apps > Caller ID > Force Stop > Clear Cache > Clear Data.

For anyone still having this problem after the steps mentioned before, I would suggest trying to run your device in Safe Mode. See if things are still buggy while in that mode. If all else fails, some people have said that a full factory reset fixed things up when nothing else worked out.
