Go to Settings
Go to Accessibility
Go to Dexterity and Interaction
Go to Universal Switch
Turn Universal Switch on, then turn it off
Test to see if working, if not repeat above steps and restart phone.

The Quick Reply is pretty minimal, so that might make sense if it's missing from there. It still shows up in the full Messages app though?
Yep, there were some changes recently. I'll be sure to pas along your feedback on that though so that maybe it will be added back in.
