Galaxy S9+ Constantly Restarting while Charging when Left On

I am finding that my device is constantly restarting whilst on charge.  After an all night charge I picked up my phone expecting it to be 100% charged, but found it completely flat.  Any suggestions?

Your phone or tablet may not turn on if you are not charging it properly. But on the other hand, it may not turn off if it's completely frozen. Are you using the original charger that came with the device?
