I have a similar situation. I have a AT&T branded S9 but I am using the phone in Canada with a Canadian sim card and network (Bell) I bought the phone used and did BYOD to save money and keep my existing plan. I am also not getting security patch updates when I search using software update on the phone or smart switch on my computer. Both cases indicate software is up to date. My last update was from June 2019

I hope someone can assist you.  The method I describe in this thread works good for my US Factory Unlocked Galaxy S9, Model: SM G960U1.  Probably won't work for a branded ATT model.  Who knows...  try a different (not active) sim and see if it will update.  Good luck.

Again, continuing from my original post...

I still have not figured out why my US Factory Unlocked Galaxy S9, Model: SM G960U1 will not update when it has my T-Mobile sim card installed and I probably will not continue to pursue finding the root cause.

Reason... changing the sim really does not take that long to do and it will allow my phone to update.  I hope your's will too.

 

Today I checked the link that I previously posted (and re-posted below) and saw that Samsung released a new software a few days ago on 2019-09-18.  So I again changed the sim to a very old (not active) ATT sim card... and boom... my phone is now updated (using Smart Switch) to Baseband: G960U1UES6CSH8, Security Patch: September 1, 2019.

 

This is the link to the Samsung document that lists the latest software issued for the US Unlocked Galaxy S9 (Model: SM-G960U1)

After I put my active T-Mobile sim card back, Smart Switch reports this:  Your Device software is up to date:  SH8(TMB)

Updating this topic to let you know that the October 2019 security patch has been released for the US unlocked Galaxy S9 model SM-G960U1.

I updated mine with no issue as outlined in this thread using an old (not active) ATT sim then changing it back to my active TMobile sim.

 

Doing this update results with the following:

Base band:  960U1UEU7CSJ3

Andriod security patch level:  October 1, 2019

I updated mine with no issue as outlined in this thread using an old (not active) ATT sim then changing it back to my active TMobile sim.

Continuing updates on my factory US Unlocked Galaxy S9 Model SM-G960U1 phone:

 

Today I noticed that the Samsung Members app offered the option to join the Andriod 10 One UI version 2.0 beta program.  So I registered for it.  A few minutes later I checked for software updates and boom...  it was offered.  So I updated (over WiFi) and now my software information is as follows:

 

One UI version: 2.0

Android version: 10

Baseband version: G960U1UEU7ZSL3

Android security patch level:  December 1, 2019

 

NOTE:  This is a beta version of Andriod 10 so be aware that some OS glitches are to be expected.  Fingers crossed but, for me, so far I have seen none.

Connecting to the SmartSwitch app on my PC now shows a "Downgrade" button that will bring my phone back to where it was before I joined the beta program.

The Android 10 Beta software I installed a few days ago was too unstable for my likeing.  In particular, one glitch really bothered me.  It was when restarting my phone.  The Keyboard would not always appear.  So there would be no way to get into the phone unless I rebooted several times to make the keyboard appear.

 

Bottom line for me at this time is I went into my PC Smart Switch app and "Downgraded" my software back to Android 9 with the following specs that I had prior to the beta.

 

Doing this update results with the following:

Base band:  G960U1UEU7CSK1

Andriod security patch level:  November 1, 2019

After receiving a response from Samsung about the start issue (mentioned a few posts back) I had with the Android 10 UI One V2.0 beta I decided to reinstall the beta.  Now, after performing the troubleshooting (clear system cache) it is working very good.

So once again my software information is as follows:

 

One UI version: 2.0

Android version: 10

Baseband version: G960U1UEU7ZSL3

Android security patch level: December 1, 2019

Keeping this thread current...

 

Me...  I am still using the Android 10 beta (currently at #3) on my US unlocked Galaxy S9.  BTW... it works great!

 

For those not on the beta, according to the link below, the latest Android 9 software update for US unlocked Galaxy S9s was issued on December 23, 2019.

Installing it would bring your secutity patch date to December 1, 2019.

So if you didn't get this update, try using the suggested method in this thread to get it.  Good luck.

My last update for this topic...

Today, February 3, 2020 I was able to update my US unlocked Galaxy (Model SM-G960U1) to the official (not beta) Android 10 software using the method mentioned in this thread.  Meaning I changed my sim card to an old not active ATT sim card, updated it, then put my current sim card back in.  No issues at all.

 

Here is what I now have:

One UI version: 2.0

Android version: 10

Baseband version: G960U1UEU7DTA5

Android security patch level: January 1, 2020

 

After I replace the sim with my active card from T-Mobile my PC smart Switch app shows the software as: TA5(TMB)
