Can I ask who the carrier is as well?

 

 

These are the steps for enabling Text-to-speech from T-moible devices. It's possible the steps are the same:

 

If you are using text to speech in English, this language is already installed and available to use.

 

  1. From the Home screen, swipe up on an empty spot to open the Apps tray.
  2. Tap Settings > General management > Language & input Text-to-speech.
  3. Select the desired TTS engine:
    • Samsung text-to-speech engine
    • Google Text-to-speech Engine
  4. Next to the desired search engine, tap the Settings icon.
  5. Tap Install voice data.
    • For the Samsung text-to-speech engine, the desired language may already be downloaded.
    • However, you have the option of downloading a higher quality version.
  6. Next to the desired language, tap Download or the Download icon.
  7. Wait as the language downloads. It may take a few minutes.
  8. Tap the Back key.
  9. Tap Language to select the language.

Be sure to click " ✓ Accept as Solution" when you find an answer that works for you.

This description explains text to speech.  That is the opposite of talk to text. 

I need to have s9 write down what I say, just like my old galaxy4! 

I know to hit the little  microphone icon on the keyboard, but often it says that I'm offline so it is unable.  How can I set it to write down what I say when I am offline?  For instance, when I am driving in the car and have a brilliant idea that I want to make a note of to read later?

Are you using the stock Samsung keyboard and does this happen when you are connected to either Wi-Fi or mobile data?

I am having the same issue when it comes to talk to text on a S9+. I have tried everything and still can not seem to get it to work. When j press the microphone button on the bar with the emojis etc. A gray box pops up at the bottom saying "go to settings and grant permission to use this feature". It has been like this since day one, i never turned anything off or blocked permission. The carrier is Verizon. I have had the phone less than 2 weeks.
